Abstract:
Инновациялық саланың іргелі ғылыми зерттеулерді жəне жоғары тəуекелді инновациялық жобаларды
қаржыландырушы мемлекеттің инвестициялық саясатымен өзара байланысты екендігі көрсетілген.
Əлемнің дамыған елдерінде ғылыми жəне инновациялық қызметтер мемлекеттік қолдаудың негізгі
түрлері жөнінде айтылған. Əлемдік экономиканың қазіргі кездегі жай-күйі ұлттық экономикалардың
ғылыми-технологиялық инновациялар негізінде бəсеке қабілеттілігінің артуымен сипатталатындығы
көрсетілген. Қазақстандағы инновациялы үдерістердің белсенді түрде мемлекет реттеу қажеттігі
негізделген. Қазақстанның индустриалды-инновациялық даму жолын қолдау басылымдылықтары
бөлек көрсетілген. Елдің индустриалды-инновациялық даму бағдарламасының сəтті жүзеге асуын заң
тұрғысынан қамтамасыз ету маңыздылығына ерекше көңіл бөлінген.
It is noticed that state regulation of innovative sphere is interconnected with the investment policy of the state
financing fundamental scientific researches and high-risk innovative projects. The basic forms of the state
support of scientific and innovative activity in the developed countries of the world are stated. It is underlined
that the world economy current state is characterized by growth of competitiveness of national economies on
a basis scientifically-technological innovations. Necessity of active state regulation of innovative processes
for Kazakhstan is proved. Reveal organizational — the economic, financial and legal conditions created by
the state for innovative activity. Support priorities industrially — an innovative way of development of
Republic Kazakhstan are allocated. The special attention is accented on importance of legislative
maintenance in successful realization industrially — the innovative program of the country.
